In this situation, a Disk I/O Error implies that your computer cannot communicate with your hard disk drive or doesn't find what it's looking for when booting up. The power outage might have damaged the hardware or (if not damaged the hardware) merely caused some localized corruption to the file system, but in either case, you can't use your current OS installation to continue. You may wish to have someone make an archival copy of all the files on the disk before you wipe it and reinstall your OS.

it must have messed up your partition which means you will have to use a partition manager to delete the partiton that is currently on the drive, create a new one and then it should allow you to reformat the hard drive. if you have windows xp on the computer you can go to the start menu, click administrative tools, then computer management and then click disk management. then find the disk that has the problem, right click the partiton and click delete partiton. after that you can right click the unallocated space and create a new partition and reformat
