So my pc won't boot if i connect my mouse and monitor on the cpu and after it boots up i then connect my monitor and mouse in the cpu. Would it lead to PSU explosion? PLEASE HELP!

Mouse and monitor do not load down the PSU at all, that is not the problem.

More likely some BIOS configuration for the mouse port or how the video is defined (on board or add-on card)

Power supplies are transformers that convert AC to DC. They provide 5 volt and 12 volt DC to the computers motherboard. Any thing higher than that would fry all the electronics. Power supplies tend to become defective, however i do not feel this has any thing to do with the issues you are having.

well the monitor supplies its own power and a mouse doesnt consume hardly anything if you dont have enough power its likely coming from something added to your motherboard like a graphics card or processor honestly i cant really help without out any of your specs though
