is it possible to recover my data on the hard disk even after it is formatted and the OS is re installed? if so how?

You can try to recover your data from HDD (even after formatting) with Easy Drive Data Recovery software:

It uses unique modern algorithms to recover files that other software either recovers incorrectly or is unable to detect.

you might be able to if the format only flagged the areas on the disk to be overwritten rather than actually over written.
you can send it away to a specialist company that will cost at least $2,000 or you can buy an external caddy for around $20 then pop the hard drive into it and then plug it into the usb port of any computer - then you just need to download one of the many data recovery programs, personally i use On-Track as its easy and does a good job, you can download a demo of most of these programs and they will tell you what can be recovered before you purchase which means you only pay when your sure what you can recover, costs of these programs range from a few dollars into the hundreds for a decent program

If you did a quick format, the data was likely untouched. The partition and file information was the only thing changed. The data would still be on the disk, but marked as "available" by the file system and could be overwritten.
You can try running a tool like NTFS Undelete to see if it can find any files from before the format: http://www.ntfsundelete.com/

You may try asoftech photo recovery which helped me before.
The pro version enables recovering not only photos, but also musics, videos, document, etc. Just that scan may take long time depends on hard disk capacity.
It's quite easy to use, install and run it, then select the drive and click recover button.

If it was a quick format(just erasing the MBR) you may be able to send it to a data recovery specialist and they -may- be able to recover some of it, for hundreds or thousands of dollars. if a full format (the one that takes a half-hour +) the odds of even that working are next to nil.

If you chose quick format on the reinstall ,
and you have not used the drive and stored new documents it is possible.
If you did full format or stored new documents - save your time and money,the data is gone.
