Question:
I have to hold the 'Fn' key to use my F keys?

Without holding 'Fn' my functions keys do not act normally and instead do computer functions- such as changing the brightness or disabling wireless connection. Somehow yesterday I managed to revert the F keys, so F5 would once again refresh the page as normal, but it changed back the next day.

I'm on a Toshiba laptop running Windows 7, that's pretty much all I know.

If there's any way to change this without entering the BIOS of my computer, it would be greatly appreciated.

the fn key isn't for you F buttons.. it incredibly is for the little symbols on you F buttons and all around your keyboard. it incredibly is for the 2d purposes of the keys. you may disable the fn key yet then you incredibly wont be waiting to apply its corresponding keys which often are demonstrate screen lock, brightness, on the spot on/off, music controls etc. you need to be waiting to apply your F keys without urgent the fn key.. however the 2d purposes of the F keys that are pictured on the keys you need to press the fn key.

I have had computers that have it reversed like this but sometimes the computer will slip and act as regular F keys. It is the software that makes it do this, the software probably was not working properly when you press it the one time. As far as I know you cannot disable this as it is pretty much built in.
