Blue screen won't let me log on normally?

I literally just installed the program for my HTC Android and it required me to reboot
which I did. However now my laptop won't let me log on normally or in safety mode with networking without the blue screen appearing and shutting down my computer to prevent damage. I can log on in safety mode without networking and I tried to uninstall the programmes but it won't let me uninstall them and it says windows installer service could not be accessed. I tried system restore several times but every time it failed.
What can I do?

You need to reinstall the Operating System.

you can contact norton chat through another computer, or in safe mode with networking, or some other way, and they can help you out. u can also google the program on another computer and figure out how to delete it like for example google:

"how to remove the 'program name' virus manually"
