Check to ensure you have the current BIOS revision for you system and that your drivers for the USB are correct and current.
Either of these will make a 2.0 perform at a slower rate as detected by the OS. Chances are its the BIOS, so look at the manufacturers website for the System (or motherboard for a self built) and see what the current revision is for the BIOS.
Know this, you can turn a PC into a paperweight if you mess this up. If you are not sure or even leery about updating a BIOS contact a professional.

You may have a USB 2.0 port but the driver may not be working for some reason. Also, on some older motherboards, they have seperate USB 1.1 and 2.0 ports. Make sure it is in the correct one. Also make sure that you aren't plugging your things in through a hub that only supports USB 1.1 such as the ones they put on the back of some keyboards. Even if that keyboard is plugged into a 2.0 port, sometimes the hubs they have on them only support 1.1
To make sure you actually have USB 2.0 go into the control panel and click on System. Under the hardware tab click on Device Manager. Expand the Universal Serial Bus controllers section and look for something that says USB2 Enhanced Host Controller. If you don't see that then you aren't using USB 2.0

Sorry if this offends you (I don't know you so I don't know how good you are with computers): Are you sure you are plugging the device into a 2.0 port (I know you HAVE 2.0 ports)
basically: try another port

Is the USB cable you're using USB 2.0 compliant?
