One of the more valuable tools is a Diagnostics Program. The larger computer manufacturers (i.e. Dell, HP, IBM, etc.) all have these available for download from their site. You may also purchase or download free Diagnostice from many locations on the Web however, I would not recommend any Free software as frequently you recieve more than you expect.

I hope the Helps!

You won't really even need a multimeter. I've constructed my last 4 to 5 computers and built/repaired machines for friends & family. The reason that more specific tools aren't needed is because the systems are not component driven. If the video isn't working, the video card is probably the culprit. If you don't have power, you'll be looking at your power supply. It may very well be software related or improper settings or outdated drivers.

In my opinion, its best just to have extra parts on hand. Pluck the old one out (removing drivers first) and plugging the new one in.

PSU / ATX tester tests the output from the PSU to the ATX motherboard connectors, and all it's other branches like USB are satisfactory.
